"Science management in Kazakhstan in the context of modern challenges: publication activity, bibliometric indicators, commercialization of scientific results"

About The Research

This project is aimed at studying the effectiveness of scientific activities of Kazakhstani scientists and universities, for the dissemination of positive experience, and also the study of patent activity, current functioning mechanisms, the experience of foreign and local universities, organizations involved in commercialization, for the wide dissemination of commercialization of scientific developments. Due to the fact that the results show that there is a positive trend in the number of publications in Kazakhstan, while not only quantity is important, but also quality, including the patent activity of research results, therefore, further research is required in this area. The development of the economy of Kazakhstan is closely connected with scientific activity. So, within the framework of the National Project "Technological breakthrough through digitalization, science and innovation", Direction IX. Increasing the contribution of science to the development of the country "Science-production-business" separately stands out the share of commercialized scientific developments and the increase in patent activity, Direction X. Improving the administration of science. The use of bibliometric methods, quantitative and qualitative research methods will allow data collection, analysis, and interpretation to achieve the objectives of the study.

The research activity of Kazakhstani universities and scientists from 1991 to 2022 demonstrated steady growth, reflecting the country's increasing scientific potential and the strengthening of the position of leading universities in the international arena.

Key factors influencing the publication activity of scientists were identified, the strengths and weaknesses of the scientific environment were determined, and recommendations were formulated to improve the conditions of academic work and stimulate the development of national science.

Achieved Outcome 3:

An analysis of Kazakhstan's patent activity was conducted using Scopus data and official sources. This allowed us to determine the dynamics of intellectual property registration in 2006–2022 and identify a steady increase in patent activity, particularly in the country's major research centers, while simultaneously identifying existing problems in the development of the national innovation system.

Achieved Outcome 4:

An in-depth analysis of organizations involved in the commercialization of scientific developments was conducted, during which the main mechanisms, participants, and problems of the process were identified, as well as areas for improving the commercialization system and strengthening interactions between scientific institutions and the business sector of Kazakhstan.

Achieved Outcome 5:

A comprehensive analysis of the experience of Kazakhstani and international universities in the field of commercialization of scientific research was conducted. This analysis identified key mechanisms, barriers, and success factors that determine the development of this area. Recommendations were also prepared for strengthening institutional support, interaction with businesses, and the development of an innovative culture within the university environment.

Achieved Outcome 6:

A comprehensive analysis of factors influencing publication activity and the commercialization of scientific results was conducted, which resulted in the identification of key barriers and drivers for the development of the scientific environment, and the development of practical recommendations for improving the effectiveness of academic and innovative activities of universities.
